Luxembourg allows personal cannabis cultivation

Luxembourg 🇱🇺 enacted a law permitting:

🔞 adults (18+)
🧍 individually to cultivate,
🌱 exclusively from seeds,
4️⃣ cannabis plants maximum
🏠 per “domestic community”
🔒 for personal consumption in private.

In this context, domestic community means people living together and sharing expenses in Luxembourg.

Cannabis must be consumed exclusively by the cultivator and where permissibly cultivated, i.e., either at the domicile or habitual residence, and cannot be transported between these authorised places.

Advertising cannabis and facilitating its use by others either by providing dedicated premises or by any other means remains illegal. “Any other means” appears to refer to direct and mediate involvement, such as supplying, holding, or arranging access to cannabis and its derived products.

The bill will become law four days after its publication in the Official Journal of the Grand Duchy of Luxembourg.

This legislative shift offers opportunities for providers of:

1) Cannabis seeds – The current lack of restriction on varieties could favour
high-yielding and exotic seeds; and

2) Educational content – There presumably is a general unfamiliarity with growing quality cannabis and processing its derived products at home.
⚠️ A generous interpretation of “facilitating cannabis use by any other means” could hinder or impede such service.
